SALT LAKE CITY — The best deal on fuel in the country right now might be here in Utah, where people are waiting in lines to pay the equivalent of 87 cents a gallon. Demand is so strong at rush hour that fuel runs low, and some days people can pump only half a tank.

It is not gasoline they are buying for their cars, but natural gas.

AUSTIN — A weekend raid on nearly 90 gas stations operated by a Houston-area wholesaler showed that well over half were cheating customers by miscalibrating their pumps in the store owners’ favors, Texas Agriculture Commissioner Todd Staples said Tuesday.

Staples, whose agency is tasked with ensuring that gas pumps dispense the amount of fuel that is charged to customers, said he and Texas Attorney General Greg Abbott are considering whether to bring civil and possibly criminal charges against Petroleum Wholesale L.P. of The Woodlands, which sells fuel under the name Sunmart in Texas
